This link has more info on the php.ini parameter value being -1.

PHP 5.6.0 and above does not support always_populate_raw_post_data, so it need to be set to -1.

For earlier versions of PHP, use:
php_flag always_populate_raw_post_data On
or
php_flag always_populate_raw_post_data 1
