What is the best way to add a button to a navigation bar that just executes a custom procedure?
Something like what 'Export to PHP' does.

It depends on what type of procedure you wish to execute. Is it going the read from or write to the database? Is it going to read from or write to a non-database resource?

There is no limit to what can be done, all you have to do is insert the right code into the right custom method in order to override or enhance the default behaviour. Take a look at the dictionary import or the subsystem export tasks for ideas.
