In my application I have some configuration tables such as 'city', 'colors' etc, and I would like to group them in a menu item 'Configuration'.

In order to make submenus in radicore, the items in the submenu should be in a separate subsystem?

No. Any subsystem can contain any number of menus and any number of submenus. A menu can also contain any task from any subsystem.
