Q: Is it possible to have the Start Task of a Role be a Proc Task, rather than a Menu Task?

Reason: I have a role (group) who are only interested in a single list of items, and then to work within that list as usual (CRUD, search, etc.) They have limited rights, as such they won't be allowed to modify Session, or even their own user parameters.

Unfortunately not. The start task has to be a menu so that it can show any outstanding workitems or to-do items, plus the other options which are available on the home page Take a look at http://www.tonymarston.net/php-mysql/menuguide/mnu_menu.html and you will see what I mean.
