I'm afraid my documentation failed to point out that this is not a stand-alone function but a method within 'date_class' (which is in file std.datevalidation.class.inc). You can access it as follows:

$dateobj =& RDCsingleton::getInstance('date_class');
$output = $dateobj->getExternalDate($input).
