<p>The leaders of this doomed project had a team of 6 developers working for 6 months building and testing their development infrastructure, but at the end of the day it proved to be totally worthless. (Why language hk and not en?)

RADICORE works with default_charset <LINK> set to "UTF-8" which means that data containing accented characters can be used without requiring the multi byte string functions to be enabled. Again there is a setting in the .htaccess file which overrides anything which is set in your php.ini file.
