Seeking to modify a control from a pop-up to a drop-down list, I could not clear the Task_id within
Home»Dict»Databases»Tables»Columns»Update
so could not perform this task within the system

I used the simple workround of directly clearing the relevant field in the database.

Should the task_id field therefore be cleared whenever the control is changed away from pop_up?

In the next release I will include the option of a 'Choose Null' button in all popup and filepicker screens which will effectively set the current selection in the calling process to null. This will provide the ability to clear the current selection, which is needed for optional fields.
