This function was always returning an empty string for me.
On line 943 I added the following code and it seems to be working properly now.

} else {
// field is not duplicated, so copy to output array
if ($last_separator) {
$array_out[] = $last_separator;
$last_separator = null;
} // if
$array_out[] = $fieldname .$operator .$fieldvalue;
} // if
