Is there any way within Radicore to set the maximum query execution time for the session, or for an individual query, or does this need to be done at server/daabase level?

Do you mean sql query time, or HTTP response time?

Take a look at max_execution_time and max_input_time.

If the value can be set, then either set it in your php.in file or use ini_set().
