Both URLs are valid, so it's not worth changing just to avoid redirection. It may be fashionable to drop the leading 'www', but that is no reason to force everybody to change existing hyperlinks and bookmarks.

No, those links aren't broken. They each take you to an entry in the amendment history for that particular date. Each of those entries is a single line, and they are grouped together at the bottom of the page, so it seems as if they are all in the same place.

It's okay to leave it as it is.
Changing it is more of a preventive measure.

The server gives a 301 status code (permanent redirect).

That means that perhaps, some time from now, the
http://www.lsd.ic.unicamp.br/~oliva/fun/prog/resign-patterns URI
will stop working and only
http://www.fsfla.org/~lxoliva/fun/prog/resign-patterns
will work.

That's why I suggest the change as a preventive measure.
